An upper level low pushed through southern British Columbia into Washington and Northern Oregon and out. A weak surface frontal system will move through the Pacific Northwest Friday helping to cool us a bit for the weekend. Upper air high pressure (“arch” shape on brown line) is taking over and will give us great weather for the rest of the week and the weekend. With a trough of low pressure (“U” shape on brown line) over the Eastern Pacific our temperatures will hover at or near normals with the marine airflow keeping those temperatures from getting too warm.

Here is the answer. The free air freezing level is referring to the height at which the temperature of the atmosphere drops to 0 deg C.  The  ”free air” freezing level is meant to distinguish in complex terrain such as mountains between subfreezing air which can settle in low areas such as valleys due to temperature inversions and the actual freezing level which is aloft in the atmosphere.
