Here is the answer. The free air freezing level is referring to the height at which the temperature of the atmosphere drops to 0 deg C.  The  ”free air” freezing level is meant to distinguish in complex terrain such as mountains between subfreezing air which can settle in low areas such as valleys due to temperature inversions and the actual freezing level which is aloft in the atmosphere. Clearing skies and warmer temperatures return Monday as another upper level low stays farther north this time moving through southern Canada and Washington so, at least the way it looks now, we will still stay dry.
