An upper level low pressure trough  (Shaded “U” shape with blue arrows) is approaching the Pacific Northwest setting up a significant moisture feed. One frontal system pushed through and another front is moving through bringing even more rain and an added feature of wind.  A complex frontal system will push toward Oregon next Tuesday returning another chance of rain.
