The upper level airflow has kept weather  very wet with bursts of windy.  A strong frontal system pushed through Oregon Sunday bringing some heavy amounts of rain and strong winds with it, not to mention mountain slow levels that fell to pass levels dropping measurable snow on the roadways. It’s not over yet, but there will be a slight break as high pressure tries to take over. Low pressure (called a closed low because it is cut off from the general circulation) will bring a return to the wet weather. A frontal system will push through Oregon Thursday and yet another frontal system will move in Saturday.
